University Council

The members of the University Council, who are appointed for five years, have far-reaching powers. The University Council plays a direct strategic role in determining the future development of the university and is responsible for supervising the operative business carried out by the university management.

Tasks of the University Council

The seven members of the University Council, who are appointed for five years, have far-reaching powers. The Board plays a direct strategic role in determining the future development of the university and is responsible for supervising the operative business carried out by the university management. Finally, it picks up on impulses from the economy and society and provides the necessary consulting knowledge for decisions by the university management.

The Board elects the members of the university management, is responsible for approving the University Development Plan and the Business Plan, making a statement on the business and evaluation reports as well as matters of research, art, teaching and study.

The tasks of the University Council are determined by the law on academic autonomy in Section 1, § 21:

1) The University Council advises the Presidency and exercises supervision over its management. Its tasks include, in particular:

  1. Electing the members of the Presidency in accordance with § 17 para. 1 and 2, and their deselection in accordance with § 17 para. 4;
  2. The approval of the University Development Plan according to § 16 para. 1 sentence 5 and the draft agreement on objectives in accordance with § 6 para. 2;
  3. The approval of the Business Plan for the university’s business activities in accordance with § 5 para. 7, and taking on of further tasks in accordance with § 3 para. 6;
  4. Making a statement on the Presidency’s business report in accordance with § 16 para. 3 and the evaluation reports in accordance with § 7 para. 2 and 3;
  5. Statements on matters of research, art, teaching and study, which concern the entire university or Central Facilities or which are of fundamental significance;
  6. Assisting the Presidency.
